King Chulalongkorn

​​During the reign of His Majesty King Chulalongkorn [Rama V], land disputes frequently occurred because at those days there was no legislation or land right document to identify land boundary and ownership of person who possessed the land. King Chulalongkorn, with his long vision and aspiration, intended to establish security of land tenure for Thai people. In order to solve land dispute problems and secure right in land with equity, therefore, King Chulalongkorn established Department of Land Registry under Ministry of Agriculture on 17 February B.E. 2444 (1901) to issue the first title deed after establishing temporary Land Registry Office at Saphakan ​Ratchaprayun which situated in Bang Pa In Royal Palace on 20 September B.E. 2444 (1901),
​in the same year he also established permanently“Muang Krungkao Land Registry Office”, where at present is Phra Nakorn Si Ayutthaya Provincial Land Office, at Rob Muang Road, Hoh Rattanachai Sub-District. In those days “Muang Krungkao Land Registry Office” was responsible for issuing title deed, registering right in land and maintaining public domain of the State.

Essential Contents of "The First Title Deed"

 

Land Owner Name:  "Somdet Phra Poramithra Maha Chulalongkorn"

Registration Date:  1 October B.E 2444 (1901)

Title Deed Number: 1, Land Number: 117, Map Sheet Number: 17 Tor 3 Aor

Land Parcel Location:  Ban Paeng Sub-District,  Phra Raj Cha Wang District, Muang Krungkao

 

    Department's names as well as Ministries were changed several times. Until B.E. 2484 (1941), the Department's name were lastly changed to "Department of Lands" under Ministry of Interior since then.
