กฎกระทรวงแบ่งส่วนราชการกรมที่ดิน กระทรวงมหาดไทย พ.ศ. 2557 กำหนดให้กรมที่ดิน มีภารกิจเกี่ยวกับการคุ้มครองสิทธิในที่ดินของบุคคล และจัดการที่ดินของรัฐ โดยการรังวัดทำ แผนที่การออกหนังสือแสดงสิทธิในที่ดิน การให้บริการจดทะเบียนสิทธิและนิติกรรมเกี่ยวกับ อสังหาริมทรัพย์ การส่งเสริมธุรกิอสังหาริมทรัพย์ และการบริหารจัดการข้อมูลสารสนเทศที่ดิน เพื่อให้บุคคลมีความมั่นคงในการถือครองที่ดินและได้รับบริการที่มีประสิทธิภาพ ตลอดจนการ บริหารจัดการที่ดินของรัฐเป็นไปอย่างมีประสิทธิภาพและเกิดประโยชน์สูงสุด โดยให้มีอำนาจหน้าที่ ดังต่อไปนี้

3. จัดทำและประสานแผนงานของกรมให้เป็นไปตามนโยบายของรัฐบาลและกระทรวง รวมทั้งกำกับ เร่งรัด ติดตาม และประเมินผลการปฏิบัติงาน ตามแผนงานของหน่วยงานในสังกัด ตลอดจนดำเนินการเกี่ยวกับงานสถิติ ประมวลผล และวิเคราะห์ประเมินสถานการณ์ที่เกี่ยวข้องกับภารกิจ ของกรม
4. พัฒนาระบบ รูปแบบ และวิธีการเกี่ยวกับการบริหารงานที่ดินให้เป็นไปตามหลักเกณฑ์และวิธีการบริหารกิจการบ้านเมืองที่ดี
5. ดำเนินการบริหารจัดการข้อมูลสารสนเทศที่ดิน
6. ปฏิบัติการอื่นใดตามที่กฎหมายกำหนดให้เป็นไปตามอำนาจหน้าที่ของกรม หรือตามที่รัฐมนตรีหรือคณะรัฐมนตรีมอบหมาย

ภารกิจหลักของกรมที่ดิน
ภารกิจและอำนาจหน้าที่ของกรมที่ดิน
กฎกระทรวงแบ่งส่วนราชการกรมที่ดิน กระทรวงมหาดไทย พ.ศ. 2557 กำหนดให้กรมที่ดิน มีภารกิจเกี่ยวกับการคุ้มครองสิทธิในที่ดินของบุคคล และจัดการที่ดินของรัฐ โดยการรังวัดทำ แผนที่การออกหนังสือแสดงสิทธิในที่ดิน การให้บริการจดทะเบียนสิทธิและนิติกรรมเกี่ยวกับ อสังหาริมทรัพย์ การส่งเสริมธุรกิอสังหาริมทรัพย์ และการบริหารจัดการข้อมูลสารสนเทศที่ดิน เพื่อให้บุคคลมีความมั่นคงในการถือครองที่ดินและได้รับบริการที่มีประสิทธิภาพ ตลอดจนการ บริหารจัดการที่ดินของรัฐเป็นไปอย่างมีประสิทธิภาพและเกิดประโยชน์สูงสุด โดยให้มีอำนาจหน้าที่ ดังต่อไปนี้
1. ดำเนินการตามประมวลกฎหมายที่ดิน กฎหมายว่าด้วยการจัดสรรที่ดิน กฎหมายว่าด้วยอาคารชุดกฎหมายว่าด้วยช่างรังวัดเอกชน กฎหมาย ว่าด้วยการเช่าอสังหาริมทรัพย์เพื่อพาณิชยกรรมและอุตสาหกรรม และกฎหมายอื่นที่เกี่ยวข้อง
2. ดำเนินการด้านกฎหมายตามประมวลกฎหมายที่ดิน กฎหมายว่าด้วยการจัดสรรที่ดิน กฎหมายว่าด้วยอาคารชุด กฎหมายว่าด้วยช่างรังวัดเอกชน กฎหมายว่าด้วยการเช่าอสังหาริมทรัพย์ เพื่อพาณิชยกรรมและอุตสาหกรรม และกฎหมายอื่นที่เกี่ยวข้อง
3. จัดทำและประสานแผนงานของกรมให้เป็นไปตามนโยบายของรัฐบาลและกระทรวง รวมทั้งกำกับ เร่งรัด ติดตาม และประเมินผลการปฏิบัติงาน ตามแผนงานของหน่วยงานในสังกัด ตลอดจนดำเนินการเกี่ยวกับงานสถิติ ประมวลผล และวิเคราะห์ประเมินสถานการณ์ที่เกี่ยวข้องกับภารกิจ ของกรม
4. พัฒนาระบบ รูปแบบ และวิธีการเกี่ยวกับการบริหารงานที่ดินให้เป็นไปตามหลักเกณฑ์และวิธีการบริหารกิจการบ้านเมืองที่ดี
5. ดำเนินการบริหารจัดการข้อมูลสารสนเทศที่ดิน
6. ปฏิบัติการอื่นใดตามที่กฎหมายกำหนดให้เป็นไปตามอำนาจหน้าที่ของกรม หรือตามที่รัฐมนตรีหรือคณะรัฐมนตรีมอบหมาย
นอกจากนี้สภานิติบัญญัติแห่งชาติได้ออกกฎหมายและให้รัฐมนตรีว่าการกระทรวงมหาดไทย เป็นผู้รักษาการตามกฎหมาย ซึ่งเป็นกฎหมายที่เกี่ยวข้องกับภารกิจของกรมที่ดิน จำนวน 2 ฉบับ ได้แก่ “พระราชบัญญัติทรัพย์อิงสิทธิ พ.ศ. 2562” และ ”พระราชบัญญัติคุ้มครองประชาชน ในการทำสัญญาขายฝากที่ดินเพื่อเกษตรกรรมหรือที่อยู่ อาศัย พ.ศ. 2562”
